- No, it's not. If I recall correctly, the official series guidebooks (Digimon Memorial Book, I believe) actually say that it is explicitly canon, and place it in a timeline for the anime (which, incidentally, includes Hurricane Touchdown).
- As a rule of thumb, nothing in this franchise is non-canon unless you can find an explicit statement from Bandai or Toei stating as such -- because most of the things people think are non-canon or "obviously non-canon" are actually explicitly canon.
